Abstract： 2003年SRAS的突袭,给人类带来了灾难,也带来了全社会对公共卫生的反思,加强公共卫生体系建设不仅是公共卫生领域自身的问题,更关系到国泰民安和经济的稳定发展.从SRAS前期的混乱无序到禽流感的积极有效地应对,反映出政府在突发公共卫生事件和公共卫生体系建设上的主导作用.
