Abstract： China is one of the developing countries with a bigger population living in rural commu-nities and has currently problems of providing health service to rural and urban communities. For this, one of the main reasons is the undersataffed and unqualified health work team. Based on the survey of rural healthcare delivery and health manpower, the paper introduced the design, working out and implementation of the program of 5-year clinical medicine educational reform aiming at production of qualified health work-ers of rural and urban communities. It emphasized on optimization of the curricular structure and enhance-ment of basic skills practical training and highlighted the establishment of community teaching sites at grass-root level. As one of the results of the educational reform, the combination of the theoretical course mass and practical teaching system was formed.
