Abstract： The spirit of the Fifth plenary Session of the 15th Central Committee of the CPC was studied and carried out. The new situation against the construction of military hospital was also overall examined. The guide thought of “Development is hard principle” was hard truth on the hospital construction. The reformation and innovation, accelerating the construction of person with ability troop and improving the health level of officers and soldiers are regarded as the essential power, the key and the essential starting point of the hospital development, respectively.
