Abstract： To carry out the“Instructional advice on the reform of medical care system in the town”(instructional advice) ,We put forward the measures to realize it. We further emphasize the following 3 points: 1. cutting off the connections between drug industry and the medical systems will slow down the increase of drug fee; 2. the open system for drug sales; 3. the drug store of the non-profit medical system should be changed into medical sale enterprises.
